Regulation
The 28th International Festival of Films for Children and Young Adults will be staged by Farabi Cinema Foundation affiliated to the National Cinema Organization, and Isfahan municipality in Isfahan City from October 3- 6, 2014.

Festival Aims:

1. Bringing together and promoting films and videos (including full-length, medium-length and short live-action and, animations films) from all over the world with special attention to child and young viewers.
2. Upgrading families’ understanding of children and young adults’ ideas and concepts, and helping them acquire a better knowledge of educational issues and proper modes of dealing with children on the basis of religious teachings.
3. Drawing the attention of filmmakers and scholars to the world of children and young adults.
4. Helping children and young adults to acquire a better understanding of the film art.
5. Encouraging exchanges of ideas and points of view among filmmakers and different groups of audiences.

Film Selection Criteria:

The Festival observes the following criteria, and selects films or videos that:
1. Are suitable for children and young adults.
2. Have been produced during the three years preceding the Festival date.
3. Have not been screened in Isfahan City or aired by the national or the host city's TV channels before September 2014.
4. Have not been screened in the previous editions of the Festival.
5. A maximum of two full-length, three-medium length and three short live – action films from each country may be selected for competition sections.
6. A maximum of two full-length, three medium-length and three short animation films may be selected for the competition sections.
7. The host country may present three full-length live-action and three full-length animation films, and four medium-length and four short live-action and animation films.

Festival sections: The festival will comprise Completion of International Cinema, Competition of Iranian Cinema, Out of Competition and Special Screenings.

A. Competition of International Cinema
1- Live-action films
1-1- Full-length films (over 60 mins.)
1-2- Medium-length films (16 - 60 mins.) and short films (3-15 mins.) with a total screening time of maximum 180 mins.

2- Puppet or Animation Films
2-1- Full-length films (over 60 mins.)
2-2- Medium-length films (16-60 mins.) and short films (3-15 mins.) with a total screening time of maximum 180 mins.

B. Special Screenings (Survey of the films of a director, panorama of films for young people in a country or region)


The Juries and Prize:
International Competition
An international Jury with at least five members will be selected from among film artists and critics active in the field of the intellectual development of children and young adults to evaluate separately live-action and animation films in the International Competition and award the following prizes:

Prizes in Competition of Live-Action Films

- Golden Butterfly Prize for Best Full-length Film (to the producer)
- Golden Butterfly Prize for Best Direction of a Full-Length Film
- Golden Butterfly Prize for Best Film Script
- Golden Butterfly Prize for Best Short or Medium- Length Film (to the director)
- Golden Butterfly Prize for Best Performance by a Young Performer
- Golden Butterfly Prize for Best creative Technical or Artistic Achievements
- Golden Butterfly Prize for Best Asian Feature Film
- Golden Butterfly of Special Jury Prize (to the director)
- Golden Butterfly of Mohammad Al- Dowrah (child and Resistance)

Completion of Puppets or Animations

An International Jury of Children and Young Adults evaluate separately animation films in the International Competition and award the following prizes:

- Golden Butterfly Prize of Best Full- Length Puppet or Animation (to the producer)
- Golden Butterfly Prize of Best Short or Medium – Length Puppet or Animation (to the director)
- Golden Butterfly of Special Jury Prize (to the director)

CIFEJ Prize

An international jury with three members appointed in coordination with CIFEJ (International Center of Films for Children and Young People) will award the CIFEJ Prize to the best feature film screened in the festival.

In each category the prizes may be awarded only if the Festival Selection Committee has announced five entries for that category.

General Terms: The Festival bureau may schedule the screening of selected films and videos in any of the festival sections. All films and videos screened in the Festival competition sections will receive certificates of participation. Private or public organizations wishing to enter films and videos in any of the festival sections are required to observe the following points:

Fill up the entry form and dispatch it to the festival bureau together with film synopsis, stills, posters, brochures, etc. before August 19, 2014. Film prints must reach the festival bureau before September 8, 2014.The festival accepts video programs that have been produced in Beta cam, Bul-Ray, DVCAM, 2K, HD, Full HD, SD or open DCP (no DKM).
Producers should dispatch DVDs of films or video programs for preview by the festival selection committee. All correspondence, entry forms, publicity materials and film prints should be addressed to:

Scheduling the screening of films and videos (dates, times and locations) is the responsibility of the Festival Organizing Committee. No film or video, once programmed, may be withdrawn from the Festival.

Shipping:

The Festival will bear the expense of return transportation.

A. All films and videos must be sent to the Festival PREPAID.
B. Producers may also send their films and videos to the Festival through diplomatic channels.
C. The Festival will insure the safety of the prints from the time of delivery to the Festival to the time the prints are rendered to a shipping agent for return. In case of loss or damage to the prints, the obligation of the Festival is limited to compensating the producers for the amount specified on the entry forms as the value of the print.
D. All exhibition prints will be returned by the Festival to their original sources within two weeks after the end of Festival.

The Festival Director reserves the right to rule on cases not foreseen by the present regulations or on any ambiguity arising from them.

Application for participation in the Festival implies full acceptance of the above regulations.
